There is this thing called software. use it some times. although I don't know if you could change a track that is already converted to mp3 but I know if you want convert from any other format then you can set the bit rate ahead of time.How can i change the MP3 bitrate 32kbps to 128kbps?

But note that increasing bitrate of low bitrate MP3 file dosen't improve it's quality much, because MP3 compresses audio in such a way that data wchich it cuts out is permenent loss. Instead you should get a Uncompressed file(such as audio CD) %26amp; convert that file into 128 bitrate MP3
